About the programme
Globalisation holds both great risks and immense opportunities; it also creates excellent career prospects for qualified graduates. One of the cornerstones of this programme is its interdisciplinary curriculum, which prepares students for work at the intersection of various academic disciplines.
In the core modules and your chosen interdisciplinary focus modules, you will study political theory, governance research and, building on this, comparative theories of government, European integration research, the changing traditional institutions before the background of complex multi-layered systems, as well as public policy design and implementation. Foreign languages, empirical social research know-how and scientific theory round off the qualification profile of those graduating in this degree programme.
This is an accredited programme of study which has received the Seal of Quality of the Foundation for the Accreditation of Study Programmes in Germany.

German
Academic entry requirements
Applicants for this degree programme should have a good first university degree in social science, business studies, economics or a related subject with an overall result of at least 2.3 according to the German marking system, or be ranked among the best 25% of their cohort.
German language requirements
You need good German language skills to study this degree programme. Therefore, unless you speak native-level German, you will need to provide one of the recognised German language certificates when enrolling in the programme.
The University of Passau has set up a German language teaching unit, German Courses Passau, which offers language programmes tailored to the needs of international students.
If you do not have any existing German language skills, you may wish to study its Academic German Year preparatory language programme, which will take you from absolute beginner to near-native level in just two semesters. You may sit the DSH language test for university admission as part of this programme.
The Academic German Semester and summer courses offered by GCP are suitable for you if you already have some German language skills.
English language requirements
All applicants whose first language is not English should provide an English language certificate equivalent to UNIcert® level II or level B2 of the Common European Reference Framework for Languages (CEFR) or higher.
DAAD scholarships in the field of “Public Policy and Good Governance (PPGG)”
For highly qualified graduates from the third world, threshold, or developing countries, the German Academic Exchange Service (DAAD) in Bonn, Germany, yearly grants up to ten full scholarships to cover the expenses for the whole two-year curriculum at the University of Passau.
